The Imperial Palace is a buzz- with preparations for the annual Winter Carnival. Outside the palace gate, Presley Penguin and his friends gather at the skating rink for an afternoon of fun, while Prince Peter Petrov Penguin III watches them from inside the gates. The Prince longs to be able to play with other penguins, and go skating and sliding in the snow, like normal penguins. Presley has his own problems ... he and his rock 'n' roll band, the Polarcats, want desperately to be able to play at the Winter Carnival in hopes of 'being discovered.'
